Things Biden and the Democrats did, this week #26
July 5-12 2024
The IRS announced it had managed to collect $1 billion in back taxes from high-wealth tax cheats. The program focused on persons with more than $1 million in yearly income who owned more than $250,000 in unpaid taxes. Thanks to money in Biden's 2022 Inflation Reduction Act the IRS is able to undertake more enforcement against rich tax cheats after years of Republicans cutting the agency's budget, which they hope to do again if they win power again.
The Biden administration announced a $244 million dollar investment in the federal government’s registered apprenticeship program. This marks the largest investment in the program's history with grants going out to 52 programs in 32 states. The President is focused on getting well paying blue collar opportunities to people and more people are taking part in the apprenticeship program than ever before. Republican pledge to cut it, even as employers struggle to find qualified workers.
The Department of Transportation announced the largest single project in the department's history, $11 billion dollars in grants for the The Hudson River Tunnel. Part of the $66 billion the Biden Administration has invested in our rail system the tunnel, the most complex Infrastructure project in the nation would link New York and New Jersey by rail under the Hudson. Once finished it's believed it'll impact 20% of the American economy by improving and speeding connection throughout the Northeast.
The Department of Energy announced $1.7 billion to save auto worker's jobs and convert factories to electronic vehicles. The Biden administration will used the money to save or reopen factories in Michigan, Ohio, Pennsylvania, Georgia, Illinois, Indiana, Maryland, and Virginia and retool them to make electric cars. The project will save 15,000 skilled union worker jobs, and created 2,900 new high-quality jobs.
The Department of Housing and Urban Development reached a settlement with The Appraisal Foundation over racial discrimination. TAF is the organization responsible for setting standards and qualifications for real estate appraisers. The Bureau of Labor Statistics last year found that TAF was 94.7% White and 0.6% Black, making it the least racially diverse of the 800 occupations surveyed. Black and Latino home owners are far more likely to have their houses under valued than whites. Under the settlement with HUD TAF will have to take serious steps to increase diversity and remove structural barriers to diversity.
The Department of Justice disrupted an effort by the Russian government to influence public opinion through AI bots. The DoJ shut down nearly 1,000 twitter accounts that were linked to a Russian Bot farm. The bots used AI technology to not only generate tweets but also AI image faces for profile pictures. The effort seemed focused on boosting support for Russia's war against Ukraine and spread negative stories/impressions about Ukraine.
The Department of Transportation announces $1.5 billion to help local authorities buy made in America buses. 80% of the funding will go toward zero or low-emission technology, a part of the President's goal of reaching zero emissions by 2050. This is part of the $5 billion the DOT has spent over the last 3 years replacing aging buses with new cleaner technology.
President Biden with Canadian Prime Minster Justin Trudeau and Finnish President Alexander Stubb signed a new agreement on the arctic. The new trilateral agreement between the 3 NATO partners, known as the ICE Pact, will boost production of ice breaking ships, the 3 plan to build as many as 90 between them in the coming years. The alliance hopes to be a counter weight to China's current dominance in the ice breaker market and help western allies respond to Russia's aggressive push into the arctic waters.
The Department of Transportation announced $1.1 billion for greater rail safety. The program seeks to, where ever possible, eliminate rail crossings, thus removing the dangers and inconvenience to communities divided by rail lines. It will also help update and improve safety measures at rail crossings.
The Department of the Interior announced $120 million to help tribal communities prepare for climate disasters. This funding is part of half a billion dollars the Biden administration has spent to help tribes build climate resilience, which itself is part of a $50 billion dollar effort to build climate resilience across the nation. This funding will help support drought measures, wildland fire mitigation, community-driven relocation, managed retreat, protect-in-place efforts, and ocean and coastal management.
The USDA announced $100 million in additional funds to help feed low income kids over the summer. Known as "SUN Bucks" or "Summer EBT" the new Biden program grants the families of kids who qualify for free meals at school $120 dollars pre-child for groceries. This comes on top of the traditional SUN Meals program which offers school meals to qualifying children over the summer, as well as the new under President Biden SUN Meals To-Go program which is now offering delivery of meals to low-income children in rural areas. This grant is meant to help local governments build up the Infrastructure to support and distribute SUN Bucks. If fully implemented SUN Bucks could help 30 million kids, but many Republican governors have refused the funding.
USAID announced its giving $100 million to the UN World Food Program to deliver urgently needed food assistance in Gaza. This will bring the total humanitarian aid given by the US to the Palestinian people since the war started in October 2023 to $774 million, the single largest donor nation. President Biden at his press conference last night said that Israel and Hamas have agreed in principle to a ceasefire deal that will end the war and release the hostages. US negotiators are working to close the final gaps between the two sides and end the war.
The Senate confirmed Nancy Maldonado to serve as a Judge on the Seventh Circuit Court of Appeals. Judge Maldonado is the 202nd federal Judge appointed by President Biden to be confirmed. She will the first Latino judge to ever serve on the 7th Circuit which covers Illinois, Indiana, and Wisconsin.
Bonus: At the NATO summit in Washington DC President Biden joined 32 allies in the Ukraine compact. Allies from Japan to Iceland confirmed their support for Ukraine and deepening their commitments to building Ukraine's forces and keeping a free and Democratic Ukraine in the face of Russian aggression. World leaders such as British Prime Minster Keir Starmer, German Chancellor Olaf Scholz, French President Emmanuel Macron, and Ukrainian President Volodymyr Zelenskyy, praised President Biden's experience and leadership during the NATO summit

Jan. 21 (UPI) -- U.S. Department of Homeland Security officers have searched a Chinese auto parts maker that a congressional committee has accused of trade fraud.
DHS officers executed the search warrant at Harco Manufacturing Group in Moraine, Ohio, on Thursday, according to the Dayton Daily News. Harco is a subsidiary of Sunsong, the Chinese parts manufacturer. Sunsong acquired Harco in 2015. The address for Harco is the same address Sunsong North America lists on its website.
There is growing concern among U.S. lawmakers that some Chinese companies are evading U.S. tariffs, the news portals Axios and Bloomberg have reported.
The search was "part of an ongoing federal investigation," a DHS spokesperson told Dayton Daily News.
In September, the House Select Committee on the Chinese Communist Party in September wrote a letter to DHS Secretary Alejandro Mayorkas accusing Qingdao Sunsong of moving some of its production to Thailand to evade U.S. tariffs.
The letter identified Qingdao Sunsong's public filings, which say the company's products are subject to U.S. import tariffs of 25% imposed on certain goods made in China and that "in order to reduce tariff costs, the issuer has accelerated production in Thailand."
In the letter to Mayorkas, Republican congressmen Mike Gallagher of Wisconsin and Darin LaHood of Illinois called Sunsong's actions a "case of blatant trade fraud that is having a catastrophic impact on American manufacturers."
"The use of transshipment to evade United States tariffs is a serious violation of U.S. law and undermines American economic and national security," the lawmakers wrote.
The Biden administration has kept many of the tariffs that the Trump administration imposed on China beginning in 2018.
China has not met its commitment laid out in a 2020 trade deal with the U.S., which required the country to increase its purchases of U.S. goods and services.

In Illinois, where Fred Hampton was born, the police constantly harassed black people. Access to social goods too was made difficult, if not curtailed, in the areas with heavy black populations.
The party, a creation of Huey Newton and fellow student Bobby Seale, insisted on black nationalist response to racial discrimination. The party's Illinois chapter was opened in 1967 and Hampton joined in 1968, aged just 20.
When Stokely Carmichael's Student Nonviolent Coordinating Committee (SNCC) split from the Panthers in 1969, Hampton headed the Illinois chapter of the Panthers.
Then a petty criminal, O'Neal was coerced by the FBl into helping them silence Hampton and the Black Panther Party.
And he did just that when he infiltrated the party and provided the FBI with a floor plan of the Chicago apartment where Hampton was assassinated in 1969.
His journey to becoming an FBl informant began in 1966 when he was tracked by FBI Agent Roy Martin Mitchell after stealing a car and driving it across state lines to Michigan.
He was told that he would forget about the stolen car charge if he infiltrate the Panthers for the FBl.
The Panther Party had then become infamous for brandishing guns, challenging the authority of police officers, and embracing violence as a necessary by-product of revolution.
O'Neal agreed to infiltrate the party and when he got accepted, he served as the group's chief of security.
Reports said he even became in charge of security for Hampton and had keys to Panther headquarters and safe houses.
He eventually provided the floor plan of Hampton's west-side apartment that was used to plan the raid that killed Hampton and his fellow Panther, Mark Clark.
Fred Hampton, was executed in his sleep by race soldiers, sleeping next to his pregnant wife, Akua Nieri.
O'Neal hardly spoke of his undercover years but in a 1984 interview with the Tribune, one of his last public interviews, he mentioned that he "thrived" on his work with law enforcement though in the end, he realized he had been "just a pawn in a very big game."
In 1990, William O'Neal, committed suicide.
•••

Cornelius R. Coffey (September 6, 1903 - March 2, 1994) was the first African American to establish an aeronautical school in the US. His school was the only non-university affiliated aviation program to become part of the Civilian Pilot Training Program. His pioneering efforts led to the integration of African American pilots into the American aviation industry.
He was born in Newport, Arkansas. In 1925, he left Arkansas for Chicago, to study auto mechanics. He cofounded the Challenger’s Air Pilot’s Association to support their attempts to enroll in aviation programs in the Chicago area. They built a one-seat airplane powered by a motorcycle engine. They taught themselves to fly.
He enrolled in the Curtis-Wright School of Aeronautics. He entered the aviation mechanics training course and was among the school’s top graduates. He became the first African American certified aircraft mechanic in the US. He became the first African American to hold both a pilot’s license and a mechanics license.
He established the first African American-owned and certified flight school. The Coffey School of Aeronautics was located at Harlem Airport in Oaklawn, Illinois. He recruited Clyde Hampton, Willa Brown, a former student who became his wife and other pioneer black pilots as instructors. Chicago was considered the leading city for Black pilot training prior to WWII. Many of the original Tuskegee Airmen got their initial training at the Coffey school.
In 1939, he and Willa Brown, the first Black member of the Civil Air Patrol, and Enoch P. Waters formed the National Airmen’s Association of America. The main goal of this club was to send Black aviators to the military and to expose African Americans and other people of color to aviation. This goal was realized when the Tuskegee Airmen unit was formed by the Army in July 1941.
He was the first African American to have an aerial navigation intersection named after him by the FAA. The FAA created the “Coffey Fix,” a waypoint located on the VICTOR 7 airway over Lake Calumet.
He continued to fly until he was 89 years old. #africanhistory365 #africanexcellence

UAW workers in Stellantis could strike over Illinois plant reopening
The United Auto Workers union stated that some local units representing Stellantis workers prepared to file grievances and could launch a nationwide strike, according to Reuters.
On Monday, the UAW accused the automaker of failing to meet production commitments. The locals represent tens of thousands of workers, with the dispute revolving around agreements the union says Stellantis made in 2023 as part of a new labour deal.
Stellantis agreed to build a new $3.2-billion battery plant and invest $1.5 billion in a new midsize truck manufacturing plant in Belvidere, Illinois. The company also promised to create 5,000 US jobs by 2028 under a new contract deal, the UAW announced in November 2023.
Last month, the US Department of Energy said it planned to give Stellantis $334.8 million to convert the closed Belvidere Assembly Plant to make electric vehicles (EVs) and $250 million to convert the Indiana Transmission Plant in Kokomo to make EV components.
The union stated that since 2023, “the company has gone back on its product commitments at Belvidere, and has been unreceptive in talks with the union to stay on track.” The UAW added that “this glaring violation of the contract imperils all of the other investment commitments the company has made.”
UAW President Shawn Fain addressed the issue during a prime-time speech at the Democratic National Convention on Monday night.
“Let me be clear: Stellantis must keep the promises they made to America and our union contract. And the UAW will take whatever action necessary at Stellantis or any other corporation to stand up and hold corporate America accountable.
Earlier this month, Stellantis said it was laying off about 2,450 workers at its Warren Truck assembly plant outside Detroit as the automaker halted production of the Ram 1500 Classic truck.

If a claim (injury or property damage) occurred before bankruptcy, any settlement received after filing will usually be part of the bankruptcy estate. However, after a Chapter 7 liquidation, the settlement amount is usually not part of the estate and can be kept.
Bankruptcy can stop a pending lawsuit and clear lawsuit debt in most cases. However, bankruptcy is designed to ensure that the debtor doesn't end up with nothing. Debtors are given another chance to "start again".
So this means murderers and Rapist may be able to go bankrupt and therefore not continue to owe the debt.
So if they can't go bankrupt then you can garnish their wages and at least get some money over the course of their life and then have a claim against their estate when they die against remaining assets. So they can't protect those assets from your claims. But those assets can be protected from other people's claims.... If they put them in there and they didn't damage other people meaning they had no issues with other people and then later on.Something happened like an accident. Those assets are protected from their claims but not the claims of the people that injured before they put them in the trust. This is the claw back. But it is only related to those that were injured prior to putting the assets in the trust. But that means you didn't have any premeditated intentions to injure anyone after you put the assets in the trust. This is where polygraphs are very important... Because they could have put him in the trust and then later on.Got in themerge and things went wrong and decided to murder their wife... They had no intent of getting married and murdering their wife. They did, but those assets have protection against that situation because it wasn't premeditated to put a man knowing that later on. You could do the crime and get away with it. Meeting your assets would be protected from the claims of the family for wrongful death.... So if your intention were to the fraud future creditors then you lose the protection... But if you had No intention to defraud future creditors Do some evil crime in the future? Then those assets are protected.. .
The concept of garnishment can be fairly confusing, but at its core, garnishment is the legal process creditors use to collect debts. In a personal injury case, this means that a portion of the plaintiff's settlement may be transferred directly to creditors.Oct 25, 2023

Will My Personal Injury Settlement Be Garnished?
This protects the people that have a rightful claim to those assets as well including the beneficiaries.... Is that they can't be unrightfully deprived of their inheritance or they're damages from the crimes committed against them.... So , even if you've done crimes against other people and you're paying you can still put them in trust and the trustee knows they have an obligation to those prior victims , but if you go on and have a polygraph recorded that you have no intention of doing any wrong to anyone in the future and you put that with the trust information the polygraph test and it would be nice if you took it at three independent people that gave you the polygraph. Yes, usually the court wants more than one.So you go and take three independent polygraphs with different people and you put them in with the trust documents... And they verify at that time you have no intention to harm anyone in the future... So that means assets are protected from future claims but not protected from prior claims... Not protected from any wrong. She did in the past only protected from future wrongs that you intend not to do. So if they happen circumstances change in the future that were basically not foreseen...
Yes, a court can order an employer to garnish wages to pay a judgment from a wrongful injury lawsuit. Garnishment is a legal process that allows creditors to collect debts. In a personal injury case, the plaintiff's settlement can be garnished to pay creditors, but the amount can vary depending on the plaintiff's debt and the severity of their injury.

Can My Personal Injury Settlement be Garnished? | MJB Law Group
Feb 4, 2024 — If you are successfully sued and the plaintiff seeks money from you, the presiding judge may issue an order allowing them to garnish your wages (take a percentage) or levy on a bank or other financial account (take money out of it up to the amount you owe). Either can result from an unpaid loan, a breached contract, back taxes, or unpaid child or spousal support. These are the approaches plaintiffs may take if you're unwilling or unable to give them money to satisfy the judgment against you.

Garnishment - U.S. Department of Labor
Tips. Wage garnishment is a legal procedure in which a person's earnings are required by court order to be withheld by an employer for the payment of a debt such as child support. Title III of the Consumer Credit Protection Act (CCPA) prohibits an employer from discharging an employee whose earnings have been subject to garnishment for any one debt, regardless of the number of levies made or proceedings brought to collect it. Title III protects employees from being discharged by their employers because their wages have been garnished for any one debt and limits the amount of employees' earnings that may be garnished in any one week.

Will My Personal Injury Settlement Be Garnished?
Oct 25, 2023 — What Is Garnishment? The concept of garnishment can be fairly confusing, but at its core, garnishment is the legal process creditors use to collect debts. In a personal injury case, this means that a portion of the plaintiff's settlement may be transferred directly to creditors. However, it is important to note that this amount can vary significantly based on the severity of the plaintiff's injury and the amount of the plaintiff's debt. When Could Your Settlement Be Garnished? The most common instance of settlement garnishment occurs when a plaintiff has outstanding debts to a government agency or a large private loan.
In Illinois, the maximum amount of wages that can be garnished each week is 15% of the employee's gross pay for that week. It can also be the amount that exceeds 45 times the federal minimum hourly wage for that week. Illinois law also exempts certain income from garnishment, such as pension or retirement fund benefits and refunds.
To protect a settlement from garnishment, it's important to keep the funds separate from other money. Combining a settlement with a paycheck, also known as "commingling" funds, can make it difficult to protect the settlement under bankruptcy exemptions.
So this means you can garnish wages from that person. Or get money from that trust until they die. And there might be money left that you are now a beneficiary of that. Trust because you have some kind of damages against that person prior to the trust. Or asset protection being put in place, so you have a claim. But other people that might have damages in the future. Don't have a claim against those assets..... And they should have a criminal record. So with that criminal record people should have been forward to make sure that this person isn't defrauding you...

Okay, a very biased attempt (below the cut because this got long)
Dakotas: they're... cold. They're empty. They've got oil in at least one of them. All my family who used to live there moved away. There's a large reservation there - if you've heard about the DAPL water protests, the D there stands for these Dakotas.
Kansas/Nebraska: also empty. The Kansas-Nebraska act, which made them states and let the local residents vote on whether they'd be free or slave states, was important in starting the civil war? If you desperately need mountains in your life, pulling up a map tells me that the edge of Rocky Mountains hits Kansas, Nebraska, and South Dakota, but I don't know how much of the cool parts that is. Apparently abortion is still legal in Kansas so that's good.
Minnesota: Okay now we're getting to the good ones. Minnesota has good politics! They just passed a whole bunch of progressive legislation! Everyone who ever lived there loves to talk about being from Minnesota and is also instant friends with anyone else they met from Minnesota. Minneapolis/St. Paul (the twin cities) isn't like a super big city but it's a real enough city and it seems cool. It is very cold and snowy in this state.
Iowa: They... are the first state that gets to vote in US presidential elections? The biggest city that looks like it's in Iowa on google maps is actually just across the border in Nebraska.
Missouri: St. Louis is a pretty cool little city. Highlights from visiting as a teen were the city museum (scaled up giant playground) and a free zoo. Also supposedly there's an arch, which I did not visit. Apart from that, worth noting that even though it's not actually that much further south than the rest of the midwest, Missouri is culturally more southern.
Wisconsin: Lots of good vacation places? The politics are fairly messed up, though I think they had good news in their last election so it may be getting better eventually? They're a swing state but they're very badly gerrymandered. I'm not sure whether Milwalkee is a real city but people seem to like it. Oh and it has Wiscon (scifi convention) if that's relevant to your interests
Illinois: So larkandkatydid is right that Chicago is geographically a small part of Illinois, but Chicago (and its suburbs) is a lot of people (something like 3/4 of the population of the state?) and a great city and there's no reason not to just choose to live in Chicago the rest of your life if you're a city person. Or the suburbs if you're a suburb person. Chicago has a reputation for brutally cold winters but a) so does the rest of the midwest and b) it's getting noticably less so (thanks climate change). And yeah, the politics of the state are also pretty good! We just banned book bans! I'm leaving it at pretty good because there's a long history of corruption here and the state budget is still recovering from our super corrupt former governor who's in jail for trying to sell Obama's senate seat, but the major political problems are corruption, not politicians actively trying to kill you. St. Louis suburbs are also in Illinois, as is a pretty solid state university, though tbh most of the midwest states except for the super empty ones have pretty solid state universities?
Michigan: Why are so many people voting for Michigan? What is the appeal??? Michigan has been slowly dying because of the death of the auto industry for ages. It's got nice vacation places by a big lake? But almost this whole list has good lake access. It's got pretty good and well known schools? Uhhh I've heard that Detroit's bad reputation is mostly unfair? It's another swing state, but it had pretty good results last election and struck down its old on the books abortion ban. So I guess it's an option if you're a big fan of open space and also driving a lot to get places? There's nothing wrong with Michigan I just don't really see the draw.
Indiana: don't move to Indiana. Uhhh I guess If I'm trying to be fair it's got some nice dunes? And uhhhh a car race? And a fine university/college town? And it's an option if you want to be in the Chicago suburbs but pay cheaper taxes but at what cost (Politics are bad, and the part of Indiana right by Chicago actively smells bad)
Ohio: I do not know a lot of Ohio facts. It's one of those places people make fun of, but I'm not really sure why? Maybe for being fairly industrial? It's got multiple medium big cities (Cleveland, Cincinnati, and Columbus). It's got the only non-rectangular US flag? Clicking through random 2020 census maps apparently there are fewer married couple and more single person living alone households in Ohio vs the rest of the midwest?
Cross referencing an abortion laws map and a LGBTQ policy map, Illinois and Minnesota are actively progressive and have good laws on the books, Michigan is okay, and Missouri and the Dakotas are actively hostile, everyone else is somewhere in between okay and actively hostile. Which maybe explains the prevalence of Michigan...
#anyways you can tell where I'm from#My mom was *so* glad to leave Michigan so I think I've picked up some anti michigan bias from her#the politics have shifted a lot since then#polls#politics#let me know if this is unreadable to non-americans

Dr. Rufus Stokes (September 3, 1924 – June 22, 1986) an inventor, was born in Phenix City, Alabama.
He enlisted in the Army at Fort Benning.
He attended a technical school where he received auto mechanic training. He was deployed in Western Europe and served predominantly in the Rhineland campaign. He was decorated with an American Defense Service Medal, European-African-Middle Eastern Campaign Medal, and Good Conduct Medal.
He married Bessie Lee Knight (1945). They moved to Kansas City, Missouri, where he was employed as a part-time auto mechanic. They moved to Waukegan, Illinois where he found temporary employment as a pipe and sheet metal worker. He was employed as an orderly at the Chicago Veterans Administration. He left the hospital and found work at Brule Inc. He quickly learned the process of combustion and was thought to have contributed heavily to the designs of new incinerators, but was never credited for his work.
He created a smaller domestic version and a larger mobile version of the air purification device to show its versatility. This device further reduced the ash emissions of the furnace and power plant smokestack emissions. The larger the device that utilized these approaches, the more cumbersome and inefficient it became. The core of Stokes’ technology was a unique utilization. In his patent applications (US, UK, Germany, and Japan), he provided only data sufficient to obtain patent approval.
He was granted a Ph.D. from Heed University on account of his scientific achievements.
His inventions led to a direct improvement in air quality, he brought attention to the idea that scientists could work to reduce pollution and harmful gases in the atmosphere. He has been honored with inclusion in the Department of Energy’s list of “Energy Pioneers”, as well as being acknowledged in the technology white paper “Quantum Parallel”.
Many of his research and development papers, correspondence, and diagrams are included in archival data donated to the University of Illinois at Chicago Library by publisher/graphic artist and military aviator Eugene Winslow. #africanhistory365 #africanexcellence
